Gartner’s AI maturity model is the most referenced framework in enterprise AI strategy. Four stages — Exploration, Opportunistic, Systematic, Transformative — each describing a level of organizational capability and integration. Every consulting deck I’ve seen in the past three years includes some version of it.

The model is useful. It’s also incomplete in ways that matter when you’re actually trying to move an organization forward. After running AI transformations at Adidas, Sweetgreen, and advising portfolio companies at Bain Capital, I’ve developed a more nuanced view of what the model captures well and where it leaves gaps that can be expensive.

What It Gets Right

The stages are real

The progression from experimentation to embedded capability is not theoretical. I’ve seen organizations at each stage, and the descriptions genuinely map to what you encounter in the field.

Exploration looks like a data science team running Jupyter notebooks on interesting problems that never make it to production. There’s enthusiasm but no governance, no production infrastructure, and no clear connection to business outcomes. Most companies were here in 2023.

Opportunistic looks like three to five successful AI deployments that delivered measurable value, creating appetite for more. But the efforts are fragmented — each team built their own thing with their own tools. There’s no enterprise coordination. This is where most mid-market companies sit today.

Systematic looks like AI recognized as a strategic priority with dedicated resources, a center of excellence, and cross-functional governance. MLOps practices exist. The organization can ship AI features reliably, not just occasionally.

Transformative looks like AI embedded in core business processes and culture. The organization doesn’t have “AI projects” — it has business processes that happen to be AI-powered. Continuous learning and adaptation are the norm, not the exception.

These stages are accurate. I’ve walked into organizations at each level, and the Gartner descriptions match what I found on the ground.

It provides a shared vocabulary

Before the maturity model, every executive had a different mental model for “how good are we at AI?” The CEO thought the company was advanced because they had a chatbot. The CTO knew they were behind because nothing was in production. The CFO had no framework for evaluating either claim.

The four stages give the leadership team a common language. “We’re at Stage 2” is a more productive starting point for a strategy conversation than “we need to do more AI.” That shared vocabulary alone justifies the framework’s existence.

What It Misses

It doesn’t diagnose what’s blocking advancement

Knowing you’re at Stage 2 tells you where you are. It doesn’t tell you why you’re stuck there. Two organizations at Stage 2 can have completely different bottlenecks — one has a data quality problem, the other has an executive alignment problem. The maturity model treats both the same.

This is the gap I see most often in practice. A leadership team reads the Gartner assessment, agrees they’re at Stage 2, builds a roadmap to get to Stage 3, and then stalls because the roadmap addresses symptoms instead of root causes.

Gartner’s own June 2025 survey confirms the dimensionality of the problem: only 16% of SE leaders rate their delivery processes as AI-ready, 14% their workforce, and 12% their architecture. These aren’t the same number. The readiness profile is uneven, and a single maturity stage can’t capture that unevenness.

It assumes linear progression

The model implies that organizations move through stages in order: Exploration → Opportunistic → Systematic → Transformative. In practice, I’ve seen companies skip stages, regress, and advance along different dimensions at different speeds.

A company might be Systematic in their data infrastructure but Exploration-level in AI governance. Their MLOps pipeline is mature, but they have no policy for how AI agents interact with customers. The maturity model forces you to pick one stage for the whole organization, which hides these asymmetries.

It underweights data readiness

The four stages focus heavily on organizational capability and process maturity. Data readiness — the quality, accessibility, governance, and integration of the data that AI systems depend on — gets relatively light treatment.

In my experience, data is the dimension that kills the most AI projects. Not algorithms, not talent, not executive support. Data quality. Industry data consistently shows that 60-70% of AI project effort goes into data preparation. A maturity model that doesn’t give data its own dimension is missing the single largest predictor of AI project success or failure.

It doesn’t account for the agent era

The Gartner model was designed when AI meant “machine learning models deployed as features.” The agentic era — where AI systems make autonomous decisions, call tools, and interact with customers directly — introduces architectural and governance challenges that the four stages don’t address.

An organization at Stage 3 (Systematic) with mature MLOps and a center of excellence may still be completely unprepared for agentic AI. They can train and deploy models, but they haven’t solved agent orchestration, real-time policy enforcement, or cross-system decision accountability. The maturity model gives them a false sense of readiness.

What to Use Instead (or In Addition)

The maturity model is a starting point, not a complete diagnostic. I recommend supplementing it with a readiness assessment that evaluates specific dimensions independently.

The framework I use with advisory clients evaluates six dimensions:

  1. Delivery Process Readiness — Can your SDLC absorb AI tools? (Gartner: 16% ready)
  2. Workforce Readiness — Does your team have the skills for AI-augmented work? (Gartner: 14% ready)
  3. Architecture Readiness — Can your infrastructure support AI workloads? (Gartner: 12% ready)
  4. Data Readiness — Is your data accessible, high-quality, and governed?
  5. Governance & Ethics — Do you have policies for AI decisions?
  6. Leadership Alignment — Is there a dedicated sponsor with budget and authority?

Each dimension gets its own score. The result is a radar chart, not a single number. An organization might score 75 on Architecture but 20 on Data Readiness — and that asymmetry tells you exactly where to invest first.

The maturity model tells you which stage you’re in. The readiness assessment tells you what’s preventing you from advancing to the next one. Used together, they’re significantly more useful than either alone.

The Practical Takeaway

If someone asks me “should we use the Gartner AI maturity model?” my answer is yes — as a starting point. Use it to establish a shared vocabulary with your leadership team. Use it to benchmark against peers. Use it in board presentations where a simple four-stage model communicates progress clearly.

But don’t use it as your only diagnostic tool. Don’t build a roadmap based solely on “how do we get from Stage 2 to Stage 3?” because that question doesn’t surface the specific dimension that’s holding you back. The maturity model paints a picture. A readiness assessment gives you a diagnosis.
